Is this what Levelling Up means?

The Guardian today reports that a Hong Kong-based property tycoon, Mr Cheung Chung-kiu, is being allowed to develop a property in Knightsbridge which he bought for £205m earlier this year. As the property had a single previous owner Westminster Council evidently has no power to refuse the planning request. The property will be renovated to make it into an eight story palace for the private use of Mr Cheung Chung-kiu.

The Guardian reports that a spokesperson for Westminster council said "This year the council introduced a policy which will prevent the construction of new homes over 200 sq metres. This policy does not apply to the redevelopment of existing single dwellings. Building the right type of homes for people to live in is a priority for the council and Westminster has delivered over 725 new affordable homes since 2017."

How did we get into a position in this country that one man can command the use of so much space? And that Westminster can be proud of less than 200 affordable homes a year? Meanwhile any of Mr Cheung Chung-kiu's compatriots caught trying to reach England by crossing the channel without her permission will doubtless risk the wrath of Ms Patel.

Perhaps Levelling Up only applies to the already wealthy? For to him who has will more be given
